Samira Mensah Champions Sports for Development at Ghana Rugby AGM
Accra, Ghana – At the recently held Annual General Meeting (AGM) of the Ghana Rugby Football Union (GRFU), General Manager Samira Mensah delivered a compelling and forward-looking address that reaffirmed the Union’s strategic vision of “Rugby Beyond Competition.”
Her message was clear and purposeful rugby in Ghana is no longer confined to the boundaries of the pitch but is evolving into a powerful instrument for social transformation, inclusion, and national development.
The initiative is being driven under the visionary leadership of President Rafatu Inusah and strategically coordinated by Samira Mensah and her team, ensuring effective implementation and measurable national impact.

Aligned with global frameworks under World Rugby and continental leadership from Rugby Africa, Mensah emphasized that Ghana Rugby is deliberately positioning itself as a leader in Sports for Development, while actively contributing to the United Nations Sustainable Development Goals (SDGs).
A VISION BEYOND THE FIELD
“Rugby is more than a sport, it is a tool for transformation,” Mensah declared during her address.
She highlighted that the Union is building a structured system where rugby directly contributes to national priorities, empowering communities, creating opportunities, and advancing sustainable development outcomes.

This vision places Ghana Rugby at the forefront of progressive sports administration in Africa, where impact is measured not only by wins and rankings but by lives improved and communities strengthened.
ALIGNMENT WITH SUSTAINABLE DEVELOPMENT GOALS (SDGs)
Ghana Rugby’s Sports for Development initiatives directly contribute to key SDGs, including:
• SDG 3 – Good Health and Well-being (health education, fitness, mental well-being)
• SDG 4 – Quality Education (life skills and awareness programmes)
• SDG 5 – Gender Equality (female empowerment and inclusion initiatives)
• SDG 10 – Reduced Inequalities (support for vulnerable and marginalized groups)
• SDG 17 – Partnerships for the Goals (collaboration with institutions and stakeholders).
KEY INITIATIVES DRIVING NATIONAL IMPACT
Rugby Rising Play Programme – Advancing Girls Through Sport and Health Education.

One of the Union’s flagship initiatives, the Rugby Rising Play Programme, continues to make significant strides in promoting female participation and empowerment.
In the first quarter of 2026, the programme expanded its reach through strategic collaboration with reproductive health professionals across five regions:
• Greater Accra
• Central Region
• Volta Region
• Savannah Region
• Northern Region
Through this initiative, Ghana Rugby has:
• Delivered reproductive health education alongside rugby training sessions
• Promoted menstrual health awareness and personal well-being
• Implemented quarterly distribution of sanitary pads to support school attendance and dignity among young girls
This holistic approach ensures that participants are not only developing athletically but are also equipped with essential life knowledge, confidence, and support systems.
Empower Her (Kayayei Programme) – Inclusion Through Opportunity
The Empower Her initiative continues to transform the lives of vulnerable young women, particularly kayayei, by integrating sport with life skills training and health education.
The programme has emerged as a benchmark for gender inclusion, using rugby as a platform to:
• Restore dignity
• Build resilience
• Create pathways to opportunity
Rugby within “Agenda 360”, Transforming Institutions
Under its broader institutional collaboration framework, Ghana Rugby has extended its reach into correctional facilities through the “Agenda 360” initiative.

At the Senior Boys Correctional Centre, rugby is now part of structured rehabilitation programmes aimed at:
• Promoting discipline and behavioral reform
• Enhancing physical fitness and mental well-being
• Supporting social reintegration for young offenders
This initiative reinforces rugby’s growing role as a catalyst for transformation beyond traditional sporting environments.
GLOBAL ALIGNMENT AND PERFORMANCE POSITIONING
Ghana Rugby’s progress on the international stage continues to gain recognition:
• Ranked 1st in West Africa and 8th in Africa
• Rugby recognized globally as an Olympic sport, creating international pathways
• Strong alignment with World Rugby development frameworks
• Active engagement within Rugby Africa structures.
These milestones reflect the Union’s commitment to excellence, growth, and global competitiveness.
BUILDING A SUSTAINABLE FUTURE
Mensah emphasized that Ghana Rugby’s initiatives are part of a long-term strategy focused on sustainability, inclusivity, and measurable impact.
The Union’s evolving role now spans:
• Grassroots and youth development
• Women’s empowerment and gender inclusion
• Health education and social intervention
• Institutional partnerships for national growth.

This multi-dimensional approach is positioning Ghana Rugby as both a sporting authority and a development institution.
A CALL TO ACTION
The AGM concluded with a strong appeal for deeper collaboration with government agencies, corporate bodies, and development partners.
“Rugby is contributing meaningfully to Ghana’s development agenda. With the right partnerships, we can expand this impact and transform even more lives,” Mensah stated.
